Herbert of Vermandois, also known as Herbertus Camerarius [Herbert the Chamberlain] was most likely the son of Peter of Vermandois, brother of Herbert IV, Count of Vermandois, both of whom were sons of Otto, Count of Vermandois (also known as Odo, Otho, Eudo and Eudes).
A Genealogical History of the Dormant, Abeyant, Forfeited, and Extinct Peerages of the British Empire makes the following comments concerning Peter FitzReginald: "The house of Herbert deduces descent from Peter Fitzreginald, brother of John Fitzreginald, summoned to parliament as a baron, 1294-1307,...derived from Herbert Fitzherbert, son of Herbert, Chamberlain to William Rufus, and grandson of Peter, stated to have been brother of Herbert, Count of Vermandois, and son of Otho, Count of Vermandois, 7th in descent, through the Counts of Vermandois and Kings of Italy and Lombardy, from Pepin, King of Italy and Lombardy, who d. A.D. 810, youngest son of Charlemagne, Emperor of the West".
It is noted, however, that other records suggest that Peter was the father of Herbert the Chamberlain rather than his grandfather, and logical dates of birth seem to confirm that. Herbert of Vermandois, the Chamberlain to William the Conqueror, had to have been an adult at the time of the conquest of England in 1066 and, therefore, was likely born by at least 1045 or before, which would seem to place Peter's birth as about 1020.
Wikipedia, the online encyclopedia, reports the following list of Carolingian Counts of Vermandois:
• Pepin I of Vermandois (ca. 886–892), son of Bernard, King of Italy
• Herbert I of Vermandois (892–907), also count of Senlis, son of previous.
• Herbert II (907–943), Count of Vermandois by marriage, lord of Péronne and St Quentin de Monte, and count of Meaux, son of previous.
• Albert I the Pious (943–988), Count of Vermandois, lord of Péronne and St Quentin de Monte, son of previous. In 964 he founded the monastery of St Quentinde Insula near Augusta Veruomanduorum (now St Quentin).
• Herbert III (987–997), Count of Vermandois, son of previous.
• Albert II (997–1035), Count of Vermandois, son of previous.
• Otto (1035–1045), Count of Vermandois, brother of previous.
• Herbert IV (1045–1080), son of previous, Count of Vermandois and by marriage of Valois .
• Odo I the Insane (1080–1085), Count of Vermandois and of Valois, son of previous, he was disinherited by the council of Barons of France and then he was lord of Saint-Simon by marriage.
• Adelaide (d. 1122) (1085–1101), Countess of Vermandois and of Valois, sister of previous, wife of Hugh I the Great. The last remaining Carolingian.”
Many records list the birth of Peter of Vermandois, father of Herbert of Vermandois, as about 1030 to 1035. However, as noted above, his son, Herbert, was likely born about 1045 or before to have accompanied William the Conqueror to England in 1066. Therefore, Peter's birth was likely somewhat earlier than most records report, probably between 1020 and 1025 or earlier. Peter’s brother, Herbert IV, Count of Vermandois, held the position of Count from 1045 to 1080 and thus must have been an adult sometime before 1045, meaning he, too, was likely born around 1020 or before, with Peter being his younger brother among other children. Otto (Eudes), Count of Vermandois, father of Herbert IV and Peter, was reportedly born in 979 and married to Pavia (or Patia), to whom many records give the surname Ham. Otto and Pavia were likely married by about 1010, meaning the first of their children were likely born as early as 1012.
Wikipedia, the online encyclopedia, also reports the following concerning Otto, Count of Vermandois:
Otto (or Eudes) of Vermandois (29 August 979 – 25 May 1045), Count of Vermandois, was the son of Herbert III, Count of Vermandois and Ermengarde of Bar-sur-Seine. He succeeded his brother, Adalbert II as count of Vermandois in 1015. Otto donated property to Notre-Dame de Homblières by charter.
He married Pavia (or Patia) (b. 990). Their children were:

It is further noted that Herbert IV, mentioned above, is also referred to as Herbert VI in some records and it depends on how the authors of those records were numbering the many Herberts in the pedigree line. Wikipedia, as noted above, counts only the Herberts who actually held the title Count of Vermandois. However, there were other Herberts in the family who were not Counts of Vermandois, and some records, counting the other Herberts, make Herbert IV into Herbert VI.
