Sir Hugh was the son of Thomas Despencer, and brother to both Thomas, who died before October 1218. He was a descendant of a noble family who came to England from the same location as William the Conqueror and at the same time. This family, surnamed De Albetot, became William's Stewards. Sir Hugh was appointed High Sheriff of Staffordshire and Shropshire in 1222 and High Sheriff of Berkshire in 1226 and 1238.

== Court Records ==:15 Nov 1224 - "The honour of Wallingford. The king has granted to Hugh Despenser a moiety of the manor of Chalgrove with the capital messuage, and to Hugh de Plessetis, Drogo de Barentin and Nicholas de Boleville the other moiety with appurtenances formerly of Peter de Maulnay, in order to sustain them in the king's service for as long as it pleases the king. Order to the keeper of the honour of Wallingford that, bythe view and testimony of trustworthy and law-worthy men of his bailiwick, he is to cause Hugh Despenser to have full seisin of a moiety ofthe same manor with the aforesaid capital messuage, and the abovesaidHugh, Drogo and Nicholas to have full seisin of the other moiety of the aforesaid manor with appurtenances, saving to Alexander of Dorset the corn that he bought from Peter's bailiffs from the land that Peter had in Chalgrove, and saving to the king the rest of the same corn with the rest of the stock and chattels found in the same manor.

Sir Hugh le Despenser, feudal Lord of Loughborough, Burton, Hugglescote, Freeby and Arnesby , Leicestershire, Parlington and Hillam, Yorkshire, Sibsey and Aukborough, Lincolnshire and R yhall and Belmesthorp, Rutland. [Burke's Peerage]King Henry III, in the 8th year of his reig n [1224], constituted Hugh de Spencer sheriff of the counties of Salop and Stafford, and gove rnor of the castles of Salop and Bruges (Bridgnorth). He was subsequently sheriff of Berkshir e and governor of Wallingford Castle. To this Hugh Henry II gave the manor of Rithal, co. Rut land, and in the 21st of that monarch's reign, upon the death of John Scot, Earl of Chester , he was deputed with Stephen de Segrave and Henry de Aldithley to take charge of the castle s of Chester and Beeston. After this Hugh came his grandson, another Hugh Despencer.
